i have a rod im stripping to rebuild for my dad right now and its got this annoying blue paint with a white base layer on it. is there a quicker way to get it off then to sand it?

Ernie told me when I did it that scrapping with a knife is the best way, and it worked good to a point, and then I had to use HIGH grit sand paper extremely lightly to get off the rest.

how would u go about scrapping it with a knife without killing the blank?

Hold the edge of the blade 90 degrees to the blank. Apply light pressure to get a feel for it. Don't dig it in. It works very much like a cabinet scrapper. If done right it easily "shaves" the paint fairly easy.

A straight piece of broken glass is more forgiving than steel. I have used that method to remove varnish from shotgun stocks.

That broken glass does the trick, but how do I keep the rain out of the kitchen window???

Ah, I forgot to mention it's best to use glass on a warm sunny day. I didn't say it was perfect.  I got my glass when the gun went off while I was working on it. Damn loaded guns are dangerous.

Bill is right but....

Take the knife a 90 degree angle towards you blade pointing away from you. Then drag the knife across the blank.

Never pull the blade towards you. It will dig in.

Something else that will work.
100% Acetone, Trick is don't let it sit on it. Just wipe back and forth like sand paper.
